Hinder

Non Restricted Counter Spell

If Cancel is below rate for a non restricted counter spell why not use one of the 3 mana versions with a minor upside. Like Dissipate, Dissolve, Didn't Say Please, Dream Fracture, Sinister Sabotage or even Wizards Retort? I can understand Hinder, Disallow or even Archmage Charm being too influential for Standard but surely the others would make a better replacement for Cancel?

Every spell doesn’t have to be optimized for tournament play. There advantages to having some simple, straight forward spells.

Power Level of Free Spells

Hey Mark!I've noticed a certain trend in Modern Horizon's 1 and 2. The "free" spells clearly have blue at the best and red at the worse. Blue seems to get access to what it usually does, Force of Negation is negate and Subtlety is sort of like Hinder. Yet for red it seems like design if VERY careful to not give red direct damage. Force of Rage, two 3/1's that die at end step and Fury only hits players. I think it is pretty obvious that red is being severely bottlenecked on its power level for free spells and blue continues to be the 'best' color, why is that?

Because defensive spells are much less dangerous as free spells then offensive spells.

Could Turn Aside or Hindering Light be W/U hybrid?

No and no.

Storm Constraints

I feel storm is a fantastic mechanic with the prerequisite that you don't create spells with it that win the game. Wing Shards, Scattershot, Hindering Touch etc etc are all excellent storm cards. However, do you think this is too restricting?

“You can do any effects you want except ones that can win the game” is quite restrictive.

Storm Card Safety

I have trouble believing that literally every storm card was "buh-roken." Aren't some effects that have no way of ending the game safe for storm, like Ground Rift, Hindering Touch, and Wing Shards?

Reactive storm cards tend to not be broken. I’m not sure though if players would be happy if storm returned and only appeared on reactive abilities.
