Card Rarity Distribution

In any given set, do you print an equal number of cards within each rarity? For example, in RTR, are the number of Desecration Demons printed the same as the number of Steam Vents printed?

With the exception of the 101st common, all cards of a certain rarity are printed at the same rate as all other cards of the rarity. Note I’m just talking about in the booster pack and not taking into account things like intro decks.

Booster Pack Timing

I assume you personally hand-packed the booster with both a Dracogenius and a foil Steam Vents for me; you'll be glad to hear I opened it just in time to shuffle up my Tibor and Lumia EDH deck tonight. Thank you. Speaking of - was a split-card sort of mechanic ever considered for creatures? Maybe as some offshoot of DFC? (Okay, maybe I'm just holding out impossible hope for a Tibor OR Lumia deck...)
