In War of the Spark, why were there no Orzhov cards but two Golgari cards with a CCD cost (like Time Wipe or Roalesk, Apex Hybrid)?

As a dedicated Orzhov player, I'm actually really angry that you guys made a cycle with every dual color combination except BW. How did that even happen?

War of the Spark has two white/black rares - Sorin, Vengeful Bloodlord and Oath of Kaya.
