For Richard Garfield PhD does phyrexian mana count as the same as regular mana? So could I turn, say, Gitaxian Probe into Ancestral Recall?


No. Phyrexians mana (and snow nana and hybrid mana and any other type of mana) has to match exactly in costs to work for Richard Garfield PhD.

Would you consider changing the rules for Phyrexian Mana and CMC? Like Gitaxian Probe having a CMC of 0 instead of 1.


No, that’s not how alternative costs and CMC work. Force of Will, for example, has a converted mana cost of 5 even though you can cast it for no mama.

So my friends and I are playing Un-Commander and I am playing with the obvious choice of Richard Garfield, PH.D. as my commander. My question is, does the qualification of Phyrexian count towards mana cost? An example would be, I can't use my Gitaxian Probe to cast Mise, but I could to cast Mental Misstep.


The Phyrexian-ness of the mana does not matter for Richard Garfield PhD. You can use Gitaxian Probe to cast Mise. Remember that Richard can only change cards to other cards allowable in the format you are playing.
