Can blue still Phantasmal Terrain a land into any type, or only islands/colorless lands?

It can change a land into any basic land.

Blue's Color Pie

Are Phantasmal Terrain effects still in Blues color pie? And why do we not see them more often?

Yes, but we just don’t use it much. It’s most useful when we need to give blue a way to get other colors of mana. Usually, in a heavy multicolor set.

Design Choice Explained

Given the existence of Song of the Dryads, the presence of Nissa on the art, and the new Tamiyo's green splash, why was Imprisoned in the Moon made blue? The article for it made it seem like it was primarily a development / meta decision. Back to cards such as Phantasmal Terrain and the Laces, I've enjoyed effects that modify the fundamental characteristics of objects. So, I'm interested in understanding where design places "turns things into lands" in the color pie?

Song of the Dryads was a color pie break. Nissa’s presence in the art is inconsequential. And Tamiyo is primarily Blue. that’s why not Green. Note the card is a color pie bend in Blue but it would be an outright break in Green.

Imprison in the Moon Logic

About Imprison in the Moon; doesn't it fit blue because A, polymorph(is this the blanket term for not only Polymorph the card, but also Turn to Frog AND Rapid Hybridization effects?) is a blue effect that lets you get rid of/modify a creature, and B, blue also has a history of Phantasmal Terrain-type effects that let you change lands from something to another thing? I mean, it's not perfect, and definitely a bend, but I think it makes sense in context.

It’s a bend and not a break, but it’s a decent bend.
