Are cards originally printed in supplemental sets like Modern Horizons or Commander sets strictly off limits for reprinting in Standard-legal sets? (Assuming the power-level/mechanics/flavor are all correct)
There's some lower powered cards from Modern Horizons (like Prophetic Titan, Good-Fortune Unicorn, King of the Pride) that aren't quite good enough for Constructed Modern, but I would love to play in Standard and/or Pioneer.


They’re not off limits (again, provided they fit the constraints of the set, which includes power level).

Did the design name for Good-Fortune Unicorn ever reflect the fact that it's a black-border Emcee? : )
