Design Choices: Naga Vitalist

Was Naga Vitalist (and to a lesser extent Fan Bearer) designed as a 1/2 rather than an X/1 so they'd work with the Green and Black creatures that put a single -1/-1 counter or was it just a happy accident? My inner Melvin got very excited when I "realized" this at my prerelease.
