Defining Crime in Magic

So, if I am understanding Crime correctly. Using Healing Salve to save an opponent's creature is a crime, but bringing down the Wrath of God and destroying all creatures isn't? Spectral Searchlight wouldn't be a crime because it doesn't target, right?

Crime is defined by you targeting an opponent or their “stuff”. Wrath of God - not a crime.

Spectral Searchlight Clarification

Would you like to see Spectral Searchlight get errata to restore its mana burn functionality? Winter Orb recently got errata to restore its continuous artifact functionality.

Spectral Searchlight never had mana burn functionality. The game at the time it came out had mana burn functionality.

What would you think of an enchantment that could let you add mana to another player's mana pool (i.e. donating mana)?

We already made an artifact that could do that(Spectral Searchlight from Ravnica).
