Design vs Development

Does Design think about costs (for spells or abilities) and other numbers at all? I've been told that that's Development's job, but wouldn't that mean that Lightning Bolt, Shock, Lightning Blast, etc., were all the same card in the Design file: "a burn spell"? I can't see how could you design cards like Night Terrors without thinking of (estimated) costs.


We think about mana cost when the mana cost is a key feature. For example, we are very conscious about one drops because much of the allure of a one drop is its single converted mana cost.  If the changing of the mana cost is solely about setting the power level of the card rather than how its perceived as a whole, we leave that up to development. (Note that every team has a developer on it to help get the costs close for playtesting.)
