"We mostly avoid putting the iconics at common." So would that make sets or blocks like Avacyn Restored (which had a few common angels) and Tarkir block (which had lightning shrieker at least) flavor-heavy exceptions?

It feels like Lightning Shrieker is far more complicated than one would usually see at common. Wouldn't something with 3 keywords and a shuffle effect be more fit for an uncommon creature, in terms of complexity?
