In War of the Spark, why were there no Orzhov cards but two Golgari cards with a CCD cost (like Time Wipe or Roalesk, Apex Hybrid)?

Roalesk's Mythic Status

Just about all of the mythics seem story relevant except for Roalesk, Apex Hybrid. Do we not know his role in the story yet, or was he made mythic for limited?

He was made mythic rare because his card felt mythic rare. I don’t know if he has a role in the story.
