"That ability [Goblin Diplomats] started in Blue in Alpha (on Siren’s Call), then appeared in Black for a while (on cards like Norytt). " Nettling Imp was black and in Alpha : )

Nettling Imp was a favorite card of mine when I started playing Magic. Why was 'creature must attack or be destroyed' changed to 'creature must attack if able"?

Because it allowed Nettling Imp to kill creatures with a tap effect if they used it (because they then wouldn’t be able to attack) which went beyond the scope of what the effect was supposed to do.
