Removal Rarity Scaling

Maybe a development question, but I've noticed that recently we've been seeing pretty overcosted or limited removal at common (Flesh to Dust, Reave Soul) but good value removal at rare (Hero's Downfall). Is there a reason for this? We're older, cheaper, common removal cards like Doom Blade and Murder problems?

Why has removal in limited been so bad lately? Flesh to Dust being the premium black removal in M15 just doesn't do it for me.
