Raising Power Levels

What would happen if the average card in a set was raised to a more competitive power level for constructed? I keep seeing people talk about cards like Storm the Seedcore where a lot of work was put into the art of a beautiful card that doesn't really get played because it was 'made for draft' and deliberately undertuned because of that. Do you think there's a solution to that?

There’s cap of how many cards can be constructed relevant. Making one card better might change that card’s chances of being constructed, but it will also result in another card or cards being less likely to be played. In addition, there are power creep issues. We aim to have every card have great art. That combined with the fact that there’s an upper limit of how many cards can be constructed means there will always be cards with great art that aren’t tournament worthy.
