Land Cycle Preferences

Modern players were excited to see enemy creature lands, and still eagerly anticipate an enemy color counterpart to the Scars of Mirrodin cycle (the 'Fast lands'). Considering the recent standard set land cycles (Creature lands, Prairie Stream, and Port Town land cycles), is it R&D's intention that ally color pairs are given priority when it comes to land cycle choices in Modern, while enemy colors 'lag behind'?

Ally aren’t given priority. They just started ahead back in the day and as we put out a balance, enemy in the big picture is always a step behind. For instance, often enemies duals are finishing off a cycle while allies are started by a new one because they already did the old one.
