Challenge in Designing 1/1 Cards

There are only a few cards that explicitly care about 1/1s like Pendlehaven, Sigil Captain, and Sword of the Meek. Is there a challenge associated with designing for that or is it just not that deep / interesting of a theme?

It’s just a tricky theme to design for. You can’t make them bigger, and there are a limited number of ways to make 1/1’s better with a stat change.
